New Zealand First has revealed part of the policy platform it hopes will encourage older people to vote it back into a position of power - tax rebates on health insurance premiums for the elderly.

Party MP Andrew Williams has tabled a private member's bill which would allow those holding a SuperGold card, which is available only to those over the age of 65, a 25 per cent rebate against the premiums they pay on health insurance, subject to a maximum of $500 a year.

In recent years health insurance premiums have skyrocketed thanks to a mix of increased claims for things like knee and hip ops, as well as "medical inflation" which is the cost of things like surgeons' salaries, drugs, and equipment like prosthetics.

That's put an enormous strain on the wallets of superannuitants, many of whom have been downgrading their policies in a bid to keep their insurance in place.

Without medical insurance people have to rely on the state system, and that can mean a long and debilitating wait for operations like hip and knee replacements.

While tax rebates have been dismissed by the Government as too expensive, NZ First believes it is affordable. It has set out its thinking in the Affordable Healthcare Bill, and it would not just be pensioners able to claim tax rebates.

Under the policy, companies would also be exempted from paying fringe benefit tax (FBT) on any contributions they make to the cost of keeping their workers fit and healthy through subsidising health cover.

That, the bill says, is consistent with allowing companies to claim tax rebates against the ACC accident insurance premiums they pay, adding that Government should not be sending the "wrong message" to employers who wish to play a responsible role in their employee's health arrangements.

The New Zealand First policy is, the preface to Williams' bill claims, a way of encouraging more private spending on healthcare to bring it back into line with other developed countries.

"New Zealand's private health spending has fallen below the OECD average of 28 per cent of total healthcare spending. At about 16.5 per cent and downward trending, New Zealand's private healthcare spending compares adversely with Australia's private healthcare spending at 35 per cent," it said.

Southern Cross Healthcare, the largest health insurer in the country, has long supported tax rebates on premiums.

The Denver-area housing market showed a 8.5 percent year-over-year gain last December, according to the closely watched Case-Shiller index released today.

That was the biggest year-over-year percentage gain in more than 11 years. The last time it was higher was in October 2001, when home prices rose by 8.9 percent.

Overall, the percentage gain was good enough for 10th place of the 20 major metropolitan statistical areas tracked in the S&P/Case-Shiller Home Price Indices.?The overall annual percentage gain in December for the 20 MSAs was 6.8 percent.

In December 2011, Denver ranked No. 2, with a 0.4 percent loss, a sign of how much the nation?s market has recovered.?In December of last year, New York was the only city to show a loss, dropping by 0.5 percent. Phoenix led the pack, rising by 23 percent.

On a month-to-month basis, Denver fell by 0.3 percent, on a non-seasonally adjusted basis.

?The non-seasonally adjusted index dropped slightly from November to December, but the seasonally adjusted index was up a strong 0.8 percent,? said Lane Hornung, CEO and co-founder of 8z Real Estate.??With annual appreciation jumping to 8.5 percent, I will repeat my prediction from last month that the Denver MSA will post a double-digit appreciation number some time this spring.?

However, the Denver-area market needs more homes to sell, he and other brokers say. With fewer than 7,100 unsold resale homes on the market in January, the inventory of available homes is believed to be at the lowest level since the 1970s.

?The market desperately needs inventory,? Hornung said.

?To avoid entering a bubble market (and we all know how that turns out), perhaps we need to broadcast the following public service announcement: ?Calling all sellers, calling all sellers-now is a good time to sell!?

Peter Niederman, CEO of Kentwood Real Estate, said he is glad that Denver?s housing market is not showing the big gains of places such as Phoenix, although he is glad that the national housing market is recovering.

?I think the best commentary is not that Denver is in the middle of the pack, but all markets are starting to rise,? Niederman said.??I like where Denver is. It is right where it should be. Denver is performing wonderfully.?

It was not that long ago, he noted, ?that ?we were talking about Denver bucking the national trend. Now, we are seeing this breadth of improvement across all markets. That is very healthy for the overall housing economy and the U.S. economy. It?s like that old saying ? a rising tide lifts all boats.?

He said if Denver homes showed the kind of appreciation that the Phoenix market is enjoying, he would be worried.

?I would be very cautious if Denver was in the top five markets right now,? Niederman said. If prices went go up too fast, too soon, it makes the market unaffordable. Companies looking to locate here or grow here, would have second thoughts if homes were too expensive. It also would price many people out of the market.?

The average price of a single-family home sold and closed in January was slightly more than $300,000.

On national news reports, Niederman noted that economist Robert Shiller, co-creator of Case-Shiller, said that a shortage of homes has become a concern in many markets across the country, Niederman said.

?Shiller said new home builders are helping to fill the gap, but they aren?t building homes fast enough,? Niederman said.

?In Denver, builders are definitely help fill the void,? Niederman said. ?It?s a tale of two stories. On one level, new homes are competition for homes we are trying to sell. On the other hand, they are creating new supply. A big concern is that people will sell their homes quickly and won?t be able to find another one. In many cases, they can move into a new home, after selling their existing home.?

Builders also are constructing homes that consumers want, he said.

?They build to meet the demand,? Niederman said. ?It?s not the super-luxury home builders that are doing the best, but the builders who are constructing homes that are priced at a level where the demand exists. New homes are a good option for someone selling their existing home.?

Independent broker Gary Bauer said the Case-Shiller report shows that Denver is in a very good place relative to other national markets.

?Once again, Denver did not experience the very high peaks nor did it experience the very low valleys like many of these other markets, which are now showing bigger percentage gains than Denver,? Bauer said.

?Slow and steady is much better than these huge swings other markets are showing,? he said.

He agreed with other brokers that the inventory is the biggest problem currently facing the Denver market.

?Soon we will have the February numbers (from Metrolist) and it will be interesting to see if we see another decline in the number of houses on the market,? Bauer said.

?All the Realtors I talk to are putting shoe-leather on the street, ringing door bells and talking to homeowners about why now is a great time to be putting your home on the market. Hopefully, their efforts will pay off and we will start to see an increase in the supply to help us meet the demand.?

The national housing market ended last year on a strong said, according to?David M. Blitzer, chairman of the Index Committee at S&P Dow Jones Indices.

?Home prices ended 2012 with solid gains,? Blitzer said ?Housing and residential construction led the economy in the 2012 fourth quarter. In December?s report all three headline composites and 19 of the 20 cities gained over their levels of a year ago. Month-over-month, nine cities and both composites posted positive monthly gains. Seasonally adjusted, there were no monthly declines across all 20 cities.

?The National Composite increased 7.3 percent ?over the four quarters of 2012. From its low in the first quarter, it surged in the second and third quarter and slipped slightly in the 2012 fourth period. The 10- and 20-City Composites, which bottomed out in March 2012 continued to show both year-over-year and monthly gains in December. These movements, combined with other housing data, suggest that while housing is on the upswing some of the strongest numbers may have already been seen.

?Atlanta and Detroit posted their biggest year-over-year increases of 9.9 percent and 13.6 percent since the start of their indices in January 1991. Dallas, Denver, and Minneapolis recorded their largest annual increases since 2001. Phoenix continued its climb, posting an impressive year-over-year return of 23.0 percent; it posted eight consecutive months of double-digit annual growth.?

We take no pleasure in bringing this kind of material to our audience?s attention. For on top of everything else that justifiably concerns humans?from hyperexploitation to endless wars and the annihilation of the planet itself?there?s always this massive, taken for granted crime, the tyrannization of animals by humans in scales so massive and with a violence so staggering as to defy comprehension and stunt the senses.

But consistent with our mission to combat all forms of injustice, we must publish this kind of material and we do, often to the frustration and consternation of many progressives for whom the quest for justice ends at our species? boundary. Yet the horror, the ugliness that occurs right under our noses, under the cloak of ignorance, indifference, and ?normalcy?, ?always omitted by the media?s presstitutes as they squander precious mass communications time on frivolities, cannot continue unchallenged.

Many more people have to join this cause?which is, incidentally, inextricably bound up with the salvation of the planet?if humanity is ever to emerge from the moral swamp in which superstition,?Speciesism, and misleadership have sunk it. Our years of campaigning for the use of more?humane and effective training methods?recently pinnacled when President Barack Obama?signed a bill?requiring the Department of Defense to submit to Congress, by this-coming Friday, a detailed strategy and timeline for the phase-out of these deadly exercises. This is the first time in history that Congress has passed a bill that seeks to protect animals from being abused in military training exercises.

As?The Washington Post?story discusses, this effort was bolstered last year when PETA released disturbing,?never-before-seen undercover footage?showing live goats as they were stabbed, had their organs yanked out, and had their limbs broken and cut off with tree trimmers during a military training drill, all while the animals moaned and kicked. The video prompted action by federal authorities and Congress and led to an international outcry from compassionate people like you, including high-profile military veterans?Oliver Stone,?Bob Barker, and?Gideon Raff?as well as current and former military doctors and medics.

On top of that, PETA researchers and military doctors?published a first-of-its-kind study?in the military?s own medical journal showing that the U.S. is shamefully one of the last NATO nations that still maims and torments animals for medical training.

In recent years, we?ve convinced the Army and Navy to replace cruel training laboratories involving?monkeys,?cats, and?ferrets?in favor of human-like simulators. Now we?re close to ending the abuse of the animals most frequently and violently killed by the military.

Thank you for supporting these efforts. We urge you now to take a moment towrite to the Department of Defense?so that it hears loud and clear that the public wants an immediate switch from cruel animal laboratories to modern and humane simulation tools.

The war between animal activists and the Pentagon has raged for decades. You could say there?s been a fair amount of collateral damage: thousands of goats and pigs have been mutilated, though the military argues the animals have not died in vain.

So it?s no surprise the animal rights camp is salivating over the blow it?s about to inflict on the enemy. This week, by order of Congress, the Pentagon must present lawmakers with a written plan to phase out ?live tissue training,? military speak for slaying animals to teach combat medics how to treat severed limbs and gunshot wounds.

The demand, tucked into the?National Defense Authorization Act of 2013, marks the first time Congress has ordered the Pentagon to provide a detailed plan to start relying less on animals and more on simulators. The military must also specify whether removing animals from training sessions could lead to a ?reduction in the competency of combat medical personnel,? according to the bill.

?Congress now acknowledges that it is wrong to harm animals for crude medical training exercises if modern and superior alternatives are available,? said Justin Goodman, the director of laboratory investigations for People for the Ethical Treatment of Animals, or PETA, which has been fighting the use of animals in combat medic training since the early 1980s. ?If the military is too entrenched to make changes on their own, Congress is going to bring pressure to bear and force that change.?

The military?s use of animals for medical training dates back to the Vietnam war, but it drew relatively little scrutiny until the summer of 1983, when activists caught wind of a training exercise planned at a facility in Bethesda. The plan to shoot dozens of anesthetized dogs strung on nylon mesh slings in an indoor, sound-proof firing range enraged animal activists and some lawmakers.

Dog lovers protested in front of the Uniformed Services University of the Health Sciences, one with a leashed dog wearing a shirt with a bull?s eye. They took their rage to the home of then Defense Secretary Caspar Weinberger, demanding to know how he could stand for the training as the owner of an adorable collie named Kilty.

Weinberger acted swiftly, issuing a one-sentence statement saying he had ?directed that no dogs be shot for medical experimentation or training.? But to the consternation of animal activists, Weinberger did nothing to spare goats.

The military was not alone in using animals to prepare medics for trauma. Thomas Poulton, a Texas anesthesiologist who served in the U.S. Navy Medical Corps , said many civilian trauma training courses used dogs when he was a young physician three decades ago. He found wounding animals during courses jarring, but not particularly formative.

?In terms of actually learning skills, eye-hand coordination or learning much intellectually, it didn?t really add anything I wasn?t already learning,? said Poulton.

In recent years, civilian trauma courses have largely abandoned the use of animals, chiefly because human simulators have come a long way, spurting blood-like liquid and reacting much like the human body when it?s wounded. Poulton says civilian schools have ditched live-tissue training in part due to ethical concerns.

?There?s a creepiness factor for many people,? he said. ?These were healthy dogs from the pounds and healthy farm animals.?

Michael Bailey, a former Army combat medic who served two tours in Iraq, disagrees. He first went to Iraq after taking basic courses that did not include treating wounded animals. He had the doctrine down. But when Bailey first treated a casualty in the northern city of Kirkuk after an artillery attack, he froze.

?This guy in front of me is missing a leg,? said Bailey, who writes a blog called the?Madness of the Combat Medic. ?I went blank. I was like, woah. It took someone asking me what to do for me to snap out of it.?

He later took a more advanced course in which he and two other medics treated a sedated goat?s bleeding femoral artery after the instructor slashed it without warning. Bailey said the mannequins used in that training course were extraordinarily effective. But the goat exercise provided a sense of urgency that only real life trauma can provide.

?You don?t get that feeling from a mannequin,? he said. ?You don?t get that feeling of this mannequin is going to die. When you?re talking about keeping someone alive when physics and the enemy have done their best to do the opposite, it?s the kind of training that you want to have in your back pocket.?

Pentagon officials have made that argument for decades, emphasizing that combat medics need unique, specialized training.

?The use of live animals in medical training teaches warfighters to save lives on the battlefield,? Pentagon spokeswoman Jennifer D. Elzea said in a statement. ?Comprehensive combat medic training is vitally important because the medic is the first responder who provides treatment to an injured service member or civilian.?

PETA scored two tactical victories last year. After polling all NATO nations, Goodman and other investigators determined that?only six of the 28 members?of the alliance use animals in combat medic training. Britain is among those that use animals, but its trainees are sent to Denmark because using live animals for medical training is not permitted in Britain.

More strikingly, the animal advocacy group got?a leaked video?of a Coast Guard combat medical training exercise that featured an instructor whistling as he severed a goat?s limbs with tree trimmers. The disclosure triggered a federal investigation into allegations that the animals had not been properly anesthetized. Members of Congress sent a letter to the Pentagon expressing concern. Elzea said the Pentagon has revised training modules over the year to ?provide more oversight.? The company was cited for violations of the federal animal welfare Act.

The congressional mandate does not compel the military to abandon animal training altogether. And it?s clear the armed forces aren?t keen to. The Army recently announced a $5 million contract bid for goats to use at combat medic training facilities across the country over the next five years. The solicitation baffled PETA because work for the contract is scheduled to start March 1, the same day the Pentagon?s report to congress is due.

?This is a case of the real world and the political world colliding,? said Bailey, 29, the former Army medic. Because the military is about to enter a period of peace, he predicted, ?the real world is going to lose out.?

Norfolk, Va.?? A new?study?published in the August 2012 issue of?Military Medicine, the journal of the Association of Military Surgeons of the U.S., reveals that 22 of 28 NATO nations do not use animal laboratories for military medical training.

Researchers from PETA, in collaboration with current and former military medical personnel, surveyed officials in all 28 NATO nations during 2010 and 2011. Twenty-two NATO countries?including?Albania,?Belgium,?Bulgaria,?Croatia, the?Czech Republic,?Estonia,?France,?Germany,Greece,?Hungary,?Iceland,?Italy,?Latvia,?Lithuania,?Luxembourg, the?Netherlands,?Portugal,Romania,?Slovakia,?Slovenia,?Spain, and?Turkey?confirmed that they do not use animals in military medical training. Officials reported that they use exclusively non-animal methods?such as lifelike human simulators in realistic battlefield scenarios?for various reasons, including legal prohibitions against animal use and the superiority of simulation technology.

Six NATO countries?Canada,?Denmark,?Norway,?Poland, the?U.K., and the?U.S.?reported using animals in invasive and often deadly procedures.

?The overwhelming majority of NATO allies have moved beyond stabbing and dismembering animals in crude and cruel training exercises,? says coauthor of the study and PETA Associate Director Justin Goodman. ?Our military?s regulations require using non-animal methods whenever they are available?and PETA?s report illustrates that modern trauma-training technology is widely available around the world.?

Each year, the U.S. military and its contractors shoot, stab, mutilate, and kill more than 10,000 live animals in cruel trauma-training exercises, even though modern simulators that breathe and bleed have been shown to better prepare doctors and medics to treat injured better than animal laboratories.

Tel Aviv University researcher heads first international branch of the Rare Genomics Institute

Tel Aviv For the estimated 250 million people worldwide who suffer from rare diseases, there is little hope for diagnosis or treatment. Because each individual disease impacts so few people, hardly any funding is allocated to research, leaving many without medical options. The US-based non-profit organization Rare Genomics Institute (RGI) is working to address this problem by "crowd-funding" allowing people to donate on the Internet towards genetic testing for individual children who are struggling with a rare disease.

Now, thanks to Dr. Noam Shomron of Tel Aviv University's Sackler Faculty of Medicine, RGI's vital mission has come to Israel the first international branch of the organization. Its online home is http://raregenomics.org/world_Israel.php, and it has launched its first appeal for two Israeli children at http://raregenomics.org/donors.php.

Based at the TAU-affiliated Sourasky Medical Center and Rabin Medical Center, RGI-Israel will help families with children impacted by rare genetic diseases find support and care through advanced genetic testing. The Israeli branch is run in collaboration with three of Israel's top geneticists, Drs. Lina Basel, Shay Ben-Shachar, and Hagit Baris.

The services that the organization provides are sorely needed in Israel, says Dr. Shomron, who is the director of Israel's RGI. Both Jewish and Arabic populations in Israel are plagued by a unique pool of genetic diseases. "There are decades of genetic puzzles in the Israeli population, and we are hoping to solve a few of them," he says, hoping that RGI-Israel will help provide the funding to support these families in need.

A community effort

A decade ago, the human genome was sequenced for the first time. The process cost over a billion dollars and took more than ten years to complete. But now a more advanced technology, deep sequencing, can sequence the entire human genome in a matter of days and at a less prohibitive cost. Dr. Shomron's TAU lab is a world leader in this field of research.

RGI's approach is straight-forward. It maintains online donation pages with pictures and personal stories of children in need of genetic testing for mutations as the first step toward treatment or a cure. Donors can then contribute to the cost of DNA testing for each individual child. "Deep sequencing costs around $1,500 per person now, and the fundraising goal for each child is less than $8,000, which is used for sequencing and confirmation of the genomes of the affected child and their relatives, depending on the family's genetic history and the genetics of the disease," says Dr. Shomron, who notes that Israeli families are already reaching out to RGI Israel for help. This allows families to avoid the difficult and expensive process of testing for mutations gene by gene.

One family, for example, has been plagued for generations by what appears to be mental retardation but the medical cause of this condition remains a mystery. "They have been living for many years without knowing what causes this problem in their family. They don't know whether their DNA is the cause and if it is, what mutation causes it," he says.

Once the genetic testing has been completed, RGI-Israel's doctors will meet with each family to discuss the results. And the support won't end there. The next phase is to link each family with researchers who study the genes in question, building a network of researchers and patients who work together to investigate these rare diseases. Ultimately, this process assures each patient that they are not facing their disease alone.

Family planning

For many families, simply knowing the cause of their child's disease gives a sense of relief and hope. It also helps doctors to develop better treatment plans, and in a few "miracle" cases, RGI's work has even led to a successful therapeutic management. With the very first child whose genome was sequenced, doctors discovered that he had a mutation in a haematological-related gene, says Dr. Shomron. With a stem cell related transplant, they were able to completely eradicate his disease.

Genetic knowledge can also be invaluable in terms of future family planning. Many affected parents want more children but are afraid of similar complications with subsequent births. Once the genetic mutation is identified, these couples can use IVF and advanced scanning methods such as Preimplantation Genetic Diagnosis (PGD) to ensure that their future children are healthy.

Tel Aviv University researcher heads first international branch of the Rare Genomics Institute

Tel Aviv For the estimated 250 million people worldwide who suffer from rare diseases, there is little hope for diagnosis or treatment. Because each individual disease impacts so few people, hardly any funding is allocated to research, leaving many without medical options. The US-based non-profit organization Rare Genomics Institute (RGI) is working to address this problem by "crowd-funding" allowing people to donate on the Internet towards genetic testing for individual children who are struggling with a rare disease.

Now, thanks to Dr. Noam Shomron of Tel Aviv University's Sackler Faculty of Medicine, RGI's vital mission has come to Israel the first international branch of the organization. Its online home is http://raregenomics.org/world_Israel.php, and it has launched its first appeal for two Israeli children at http://raregenomics.org/donors.php.

Based at the TAU-affiliated Sourasky Medical Center and Rabin Medical Center, RGI-Israel will help families with children impacted by rare genetic diseases find support and care through advanced genetic testing. The Israeli branch is run in collaboration with three of Israel's top geneticists, Drs. Lina Basel, Shay Ben-Shachar, and Hagit Baris.

The services that the organization provides are sorely needed in Israel, says Dr. Shomron, who is the director of Israel's RGI. Both Jewish and Arabic populations in Israel are plagued by a unique pool of genetic diseases. "There are decades of genetic puzzles in the Israeli population, and we are hoping to solve a few of them," he says, hoping that RGI-Israel will help provide the funding to support these families in need.

A community effort

A decade ago, the human genome was sequenced for the first time. The process cost over a billion dollars and took more than ten years to complete. But now a more advanced technology, deep sequencing, can sequence the entire human genome in a matter of days and at a less prohibitive cost. Dr. Shomron's TAU lab is a world leader in this field of research.

RGI's approach is straight-forward. It maintains online donation pages with pictures and personal stories of children in need of genetic testing for mutations as the first step toward treatment or a cure. Donors can then contribute to the cost of DNA testing for each individual child. "Deep sequencing costs around $1,500 per person now, and the fundraising goal for each child is less than $8,000, which is used for sequencing and confirmation of the genomes of the affected child and their relatives, depending on the family's genetic history and the genetics of the disease," says Dr. Shomron, who notes that Israeli families are already reaching out to RGI Israel for help. This allows families to avoid the difficult and expensive process of testing for mutations gene by gene.

One family, for example, has been plagued for generations by what appears to be mental retardation but the medical cause of this condition remains a mystery. "They have been living for many years without knowing what causes this problem in their family. They don't know whether their DNA is the cause and if it is, what mutation causes it," he says.

Once the genetic testing has been completed, RGI-Israel's doctors will meet with each family to discuss the results. And the support won't end there. The next phase is to link each family with researchers who study the genes in question, building a network of researchers and patients who work together to investigate these rare diseases. Ultimately, this process assures each patient that they are not facing their disease alone.

Family planning

For many families, simply knowing the cause of their child's disease gives a sense of relief and hope. It also helps doctors to develop better treatment plans, and in a few "miracle" cases, RGI's work has even led to a successful therapeutic management. With the very first child whose genome was sequenced, doctors discovered that he had a mutation in a haematological-related gene, says Dr. Shomron. With a stem cell related transplant, they were able to completely eradicate his disease.

Genetic knowledge can also be invaluable in terms of future family planning. Many affected parents want more children but are afraid of similar complications with subsequent births. Once the genetic mutation is identified, these couples can use IVF and advanced scanning methods such as Preimplantation Genetic Diagnosis (PGD) to ensure that their future children are healthy.

How to Fix Your Sticky Brakes

Clearly, you shouldn't be driving this car in traffic until the problem is fixed. In cases like this it pays to be very systematic about diagnosing the cause and testing any repairs. Start from the outermost brake corners and work upstream. The first thing to consider is that a caliper piston might be dragging, causing friction that cooks the brake fluid and results in high brake-line pressure, locking that corner. Drive around the block and see if you notice just one brake hotter than the others. Unfortunately, I doubt that it's a caliper. If all your brakes are locking up simultaneously, the problem is likely with your master cylinder.

The master cylinder is what transforms the mechanical force you develop by pushing the brake pedal into hydraulic pressure, which does the work of moving the caliper pistons (or brake cylinders in drum brakes). The system relies on a series of seals to maintain pressure, and those seals need to slide in the housing easily. If the seals in the master cylinder begin to break down, the piston running through it doesn't return properly and may maintain line pressure even if your foot isn't on the brake. If the line pressure is enough to press the pads into contact, all four brakes will generate heat and lock up. The only solution in this case is to replace the master cylinder?not a huge issue with your car because the master cylinder and vacuum brake booster sit right on the firewall. Still, all the brakes must be bled, and if you have ABS, the ABS distribution block may need to be cycled at a brake shop to get a proper bleed. The valving and mechanisms in the distribution block can trap air, and the only reliable way to get rid of it is to hook up the car to a specialized piece of hardware that will cycle the system according to maintenance requirements.

Because a master cylinder replacement is the most expensive repair in a brake system, you may want to consider throwing a few extra dollars toward getting new calipers and rotors all around. You'll have peace of mind knowing that brake problem won't come back any time soon.

(AP) ? Political uncertainty in Italy slammed markets hard Tuesday with investors fearful that Europe's debt crisis may be about to rear its head again.

The election has proven so close that final official results are not expected until later Tuesday, at the earliest. But already, the prospect of a political impasse has raised the possibility of further elections down the line.

Though the center-left coalition led by Pier Luigi Bersani appears to have won a narrow victory in the lower house of parliament, the Senate looks split with no party in control.

"Clearly markets are taking fright from the messy and chaotic Italian election result," said Louise Cooper, financial analyst at CooperCity.

In Europe Italy's FTSE MIB index was the worst-performing index, with some of the banking stocks suspended. The index sank around 4.8 percent at the open to 15,583.

The interest rate on the country's benchmark 10-year bond ? an important gauge of investor sentiment ? ratcheted up 0.34 percentage point to 4.78 percent. Meanwhile, investors sought protection in the bonds of more stable and prosperous economies. The interest rate on Germany's 10-year bonds fell 0.07 percentage points to 1.49 percent.

Italy is hugely important for the future of the euro currency. Of the 17 European Union countries that use the euro, it has the second-highest debt burden as a proportion of its annual gross domestic product at 127 percent. Only Greece's is higher.

Over the past year or so, the technocratic government led by Mario Monti, enacted wide-ranging reforms to the budget and the economy. The cost though has been high, with Italy stuck in an 18-month recession and unemployment on the up. Monti was a big loser in the election.

The worry across Europe, and financial markets as a whole, is that the appetite for reform may wane and Italy's parlous debt situation may deteriorate.

The surprise factor was the astonishing vote haul of comic-turned-political leader Beppe Grillo, whose 5 Star Movement capitalized on a wave of voter disgust with the ruling political class.

Though its annual borrowing ? its budget deficit ? is pretty small compared with other euro countries at 3 percent of its gross domestic product, Italy has to splash out around 25 percent of its revenues every year just to service its debt mountain, which stands at around ?2 trillion ($2.65 trillion).

"The election results send a strong signal for change from the electorate who have voted against the traditional political establishment, and the fiscal austerity program endorsed by Europe," said Lee Hardman, an analyst at Bank of Tokyo-Mitsubishi UFJ.

Other stock indexes in Europe opened sharply lower too, following a big retreat in Asia overnight. The Stoxx 50 index of leading European shares was 1.4 percent lower soon after the open. Germany's DAX was down 2.8 percent down at 7,620 while the CAC-40 in France fell 2.6 percent to 3,626. The FTSE 100 index of leading British shares was 1.5 percent lower at 6,260.

The euro has also been hit hard, and was close to $1.30 for the first time since early 2013. It was down 0.1 percent on the day at $1.3062.

The wave of selling in Europe follows big falls on Wall Street and Asia overnight.

In Asia, standout losses were recorded by Japan's Nikkei, which slid 2.3 percent to 11,398 as the yen appreciated to the potential detriment of the country's exporters. The dollar was 0.6 percent lower at $92.06 yen.

Elsewhere in Asia, Hong Kong's Hang Seng dropped 1.3 percent to 22,519 while South Korea's Kospi fell 0.5 percent to 2,000.

Oil prices took a hit too, with the benchmark New York rate 80 cents lower at $92.31 a barrel.

NewsMaker - NBN rolls out; Small Business shrugs

Four in ten small business owners say the National Broadband Network (NBN) will not help their business according to the latest State of the Nation Report (No. 14), launched today by Michele Levine, CEO of Roy Morgan Research.

Around three in ten owners do expect a benefit, with the rest still unsure about what the business benefits will be of the Federal Government?s $37.4 billion infrastructure project.

NBN attitudes may connect to general small business opinion of the Federal Government. Small businesses in NSW and Queensland are the harshest critics of the Federal Government?s performance at fostering a climate of business growth: 61% of small businesses in these States rate the government?s performance as ?very poor?. These States also report the most scepticism of the NBN, with 43% not expecting any benefit.

Victorian and Tasmanian small businesses are the most likely to expect to benefit from the NBN (33%), with South and Western Australians least likely (24%).

Capital city small businesses are more positive about the future impact of the NBN than those in regional areas. Agriculture, Mining and Transport industry businesses are the least likely to expect a benefit to high-speed internet. However while almost half of small Mining businesses can?t see a benefit, 34% can?the highest positive reaction behind Professional Services, of whom 36% see some benefit.

As of December, 339,700 home, business or public premises have access to either fibre-to-the-premises, fixed wireless or satellite broadband.

However only 72,400 of these are the fibre connections which will ultimately reach 93% of Australian premises.

NBN Co expects fibre to be available to almost another 270,000 premises by mid-2013. The rollout plans to reach over another 3 million premises in the next two years, with completion by 2021 and recovery of costs by 2033.

?This State of the Nation report shows that small business is currently experiencing a modest recovery from a period of relatively low Business Confidence and overall performance from mid-2011 through to late 2012.

?Most Australian small businesses currently rate the Federal Government?s performance in fostering growth as very poor. The proportion in favour of the government?s performance has been quite low since the 2010 Federal Election.?

Why Corporate Earnings Have Yet to Collapse

250213_PC_lombardiAs the key stock indices, like the S&P 500, move towards their pre-financial crisis highs, a popular trick for increasing per share earnings is becoming even more popular?companies are buying their own shares to prop up earnings.

Call me a skeptic, but when I see S&P 500 companies buying back their own shares, I think two things: 1) companies are scared to spend their cash elsewhere; and 2) they are pushing per share earnings up, reducing the amount of shares in circulation as opposed to recognizing real earnings growth.

If a company has one million shares outstanding and earns $1.0 million in profit, corporate earnings of this company would be $1.00 per share. Now, if the company buys back 50,000 shares and earns the same profit, earnings per share (EPS) goes up to $1.05?an increase of five percent.

As an example, Safeway Inc. (NYSE/SWY), an S&P 500 company, reported it earned $0.94 per share in the fourth quarter of 2012. But the company?s earnings were much lower if you consider its share buyback. Over the quarter, this S&P 500 company spent $1.2 billion to buy back its shares, boosting per share earnings by $0.17. But Safeway isn?t the only S&P 500 company involved in buying back its own shares. Like many other companies, Texas Instruments Incoporated (NYSE/TXN) is using a massive amount of its cash holdings to buy back its shares. The company just announced that it will purchase another $5.0 billion worth of its own shares, bringing the repurchase total to $8.4 billion. (Source: The Globe and Mail, February 21, 2013.) While announcing its fourth-quarter corporate earnings, the company warned investors about fluctuating demand for its products due to economic uncertainty.

Other big names in the S&P 500 are taking similar actions. In the fourth quarter, The Coca-Cola Company (NYSE/KO), Pfizer Inc. (NYSE/PFE), and General Electric Company (NYSE/GE) all announced that they were planning to buy back $10.0 billion worth of shares each. (Source: Chicago Tribune, January 27, 2013.)

In the first nine months of 2012 alone, S&P 500 companies spent $299.8 billion to buy back their own shares!

Dear reader, what this all tells me is very simple. Businesses, just like the individuals in the U.S. economy, are scared. They are not making investments, which create jobs; rather, they are buying back their shares to make their corporate earnings look better than they actually are.

Funny enough, as companies on the S&P 500 continue to buy back their shares, optimism among investors seems to be increasing. I saw one stock advisor forecasting significant upward moves in the key stock indices, suggesting the Dow Jones Industrial Average will reach 20,000 and the S&P 500 will reach 2,500. But I see the road ahead in a very different light?and that?s a road that includes a stock market moving lower, not higher.

Quantitative easing and the loose monetary policy of the Federal Reserve may have been needed back when the financial system was on the verge of collapse, but could the easy-money policies of today come back to bite investors tomorrow?

Here?s what James Bullard, President of the Federal Reserve Bank of St. Louis had to say regarding quantitative easing: ?These are untested policies. It?s not clear how it will end? The fact of the matter is that the quantitative easing initiated by the Federal Reserve has fallen short of its expected outcome.

As the Federal Reserve continues to create more money (currently printing at the rate of $85.0 billion a month and keeping interest rates near zero), inflation isn?t the only problem in our future. Asset bubbles are forming.

Investors chase the highest return. We all know this.

But with the Federal Reserve keeping interest rates artificially low for so long, it could be causing investors to take greater risk in pursuit of higher rates of return. For example, in 2012, companies issued $274 billion worth of junk bonds, which by their very nature are higher-risk default bonds. That amount was 55% higher from a year earlier, according to Dealogic. At the same time, the yields for these kinds of bonds have fallen below six percent. Turning to the stock market, it?s impossible to determine just how much the Federal Reserve?s easy-money policies have contributed to bringing the stock market back near its record high. But if I had to guess, if it were not for the Fed?s quantitative easing programs, the stock market would be much lower today. For one, if the Fed didn?t take questionable mortgage-backed securities off the books of big banks, banks would still be struggling today and their stock prices would be much lower.

Let?s face it. We have a stock market rising in a period when corporate earnings growth has collapsed, consumer spending is not growing, and the U.S. economy is contracting. How can that be?

Just think what will happen if the Federal Reserve starts to take its monetary policy the other way, raising interest rates and pulling back on money printing as inflation becomes out of control? Such actions will cause bond prices to collapse and the stock market to decline.

The longer the Federal Reserve keeps doing ?the same thing,? the harsher conditions investors will face. If something doesn?t work the first time, second time, or third time, chances are that it won?t work at all. Quantitative easing is becoming troublesome now for the U.S. economy, especially for those who are heavily invested in the bond market. I see a perfect storm forming, as the Federal Reserve?s quantitative easing policies have gone on far too long.

Where the Market Stands; Where it?s Headed:

Let me put it in a nutshell for you: overbought and overpriced. That?s how I would classify today?s stock market. Let the calls for new stock market highs march on. I continue to believe that we are being set-up for a big fall in stock prices.
