Despite the fact that Moroccan media has somewhat served the purpose of revealing many poignant stories of young housemaids still being ill treated in households, the occurrence is still common in many corners of the country. The question remains:? Aren?t there any associations that defend the rights of this category of society and help put an end to exploiting these young girls?

In early January, Nassima, a young housemaid, attempted to take her life after being sexually assaulted in Casablanca. Working under terrible conditions pushed her to choose suicide as solution to her predicament. While her father was only interested in ?taking the money she earned, Nassima ran out of patience and decided to ?making her voice heard and raise awareness about other young housemaids like her

?Young housemaids are not given the chance to live comfortably inside the households and to complain about what happens to them. That is why they usually are victims of psychological turmoil and physical torture,? Hassan Karlfal, a Moroccan sociologist, told Medi 1 national channel following Nassima?s suicide attempt.

Nearly two years ago, Khadija, a 13-year-old housemaid, was killed following a caning inflicted by her employers. The incident sparked uproar nationally to the extent that several human rights associations took to the street, denouncing ?the increasingly alarming phenomenon.

According to the latest statistics, nearly 30,000 young girls work as housemaids in Morocco. Yet, little has been done to alleviate the abuse they suffer. ,These maids continue to fall prey to all kinds of exploitation, ranging from working endlessly, to receiving a meager? wage to being sexually harassed. As a result, they develop psychological and mental problems, especially since they are denied their basic childhood rights.

Poverty-stricken, many parents send their young daughters to work for rich families. Unfortunately, these daughters encounter callous treatment, but they have no other choice but to support their parents with the meager salary they earn. Among the ramifications of this phenomenon is that these young housemaids miss the chance to go to school, to enjoy their childhood, and above all to lead a dignified life with their family.

Even if civil society organizations? make efforts to prevent the spread of this exploitation and calls on the government to pass laws, disallowing families to hire young housemaids, efforts in this venture must still be redoubled.

In Agadir, the case of the young housemaid who was recently tortured to death has set-off another alarm bell for the government and civil society to hasten taking action. Among the solutions provided by some associations so far is financially helping poverty-stricken families to send their daughters to school instead of sending them to work as housemaids.

It is high time the government and civil society organizations worked hand in hand in order to put an end to this brazen exploitation of our children.

Significant insights into common form of autism: Study identifies genetic connections in 15q duplication syndrome

Mar. 26, 2013 ? A new study published in the March issue of Autism Research from the University of Tennessee Health Science Center and Le Bonheur researchers is making the genetic connections between autism and Chromosome 15q Duplication Syndrome (Dup15q).

The Memphis researchers determined that the maternally derived or inherited duplication of the region inclusive of the UBE3A gene (also known as the Angelman/Prader-Willi syndrome locus) are sufficient to produce a phenotype on the autism spectrum in all ten maternal duplication subjects. The number of subjects was too small to determine if parental duplications do not cause autism. The team assembled the largest single cohort of interstitial 15q duplication subjects for phenotype/genotype analysis of the autism component of the syndrome.

Chromosome 15q Duplication Syndrome (Dup15q) results from duplications of chromosome 15q11-q13. Duplications that are maternal in origin often result in developmental problems. The larger 15q duplication syndrome, which includes individuals with idic15, manifests itself in a wide range of developmental disabilities including autism spectrum disorders; motor, cognitive and speech/language delays; and seizure disorders among others. While there is no specific treatment plan, therapies are available to address or manage symptoms.

Previous research suggests that as many as 1,000 genes may contribute to autism phenotypes, but as much as 1-3 percent of all autism spectrum disorder cases may be a result of 15q11-q13 duplication alone.

The researchers also found through EEG evaluations a pattern that looks like the type of signal you see when individuals take GABA promoting drugs (benzodiazepines). The lead researcher on this study, Lawrence T. Reiter, PhD, says this signal gives clinicians a clue about what types of anti-seizure medication may be most useful in children with 15q duplications.

Reiter says genetic testing can help families connect to resources, like the Dup15q Alliance. Reiter is an associate professor in Department of Neurology with an adjunct appointment in Pediatrics at UTHSC.

"If a pediatrician suspects autism due to hypotonia and developmental delay, I highly recommend they order an arrayCGH test. Duplication 15q is the second most common duplication in autism. The test will help families in future treatments specific to this sub-type of autism," he said.

Reiter collaborated with UTHSC and Le Bonheur Neurologist Kathryn McVicar, MD, and Geneticist Eniko K. Pivnick, MD. The study was funded by the Herbert and Mary Shainberg Neuroscience Fund. Reiter serves on the scientific advisory board for the Duplication 15q Alliance and Idic15 Canada.

The art of the nap: Tilda Swinton at MoMA

NEW YORK (AP) ? It's not the kind of performance that will win her another Academy Award, but Tilda Swinton certainly has them buzzing at the Museum of Modern Art.

But keep it down, please. She's trying to sleep.

The "Moonrise Kingdom star has been engaging in a different kind of performance art. She's presenting a one-person piece called "The Maybe," in which she lies sleeping in a glass box for the day. The first performance was over the weekend, and the museum won't say if there's a schedule for when exactly it will come back for six other performances.

On Monday, the display drew a line of spectators that wound through a whole second-floor gallery into a museum hallway.

Erwin Aschenbrenner, a bemused German tourist, said it "just what you'd expect to see at MoMA."

The actress "is so pale and not moving in there that she looks like she's dead," said Robbie von Kampen, 20, a philosophy major at Bard College, north of New York City.

But after about seven hours a day of the shuteye pose on a white mattress in the glass box ? with only a carafe of water and a glass to get her through ? Swinton can stretch and walk off into the Manhattan night. But only when spectators leave.

So what's the point?

"This makes me think about myself, looking at her," said Quinn Moreland, 20, also a Bard student, majoring in art history.

"You don't usually get to stare at somebody like this; it makes me self-conscious," she explained.

Added von Kampen, "Yeah, it's socially unacceptable ? it's kinda creepy."

No one, not even museum curators, could say whether the thin, mostly immobile Swinton is actually getting some sleep while people stare at her.

At least Swinton was comfortable. She wore a pair of grubby sneakers, dark sporty slacks and a checkered shirt. Her glasses lay on the mattress.

But no snacks were in sight. And none could be offered in the closed chamber.

Swinton also starred in a glass box in 1995 at London's Serpentine Gallery ? seven days, eight hours a day ? in an exhibition seen by 22,000 people.

The next year, she repeated the spectacle at the Museo Barracco in Rome.

ORLANDO, Fla. (AP) ? Tiger Woods never questioned his ability, only his health.

Woods returned to No. 1 in the world by winning the Arnold Palmer Invitational, not surprising except if you consider where he was a little more than a year ago. He had not won a PGA Tour in some 2? years. He missed most of the summer and two majors in 2011 because of injuries to his left leg and Achilles tendon. He walked off the course at Doral a year ago because of tightness in the same tendon. It wasn't until June that he felt good enough to hit balls on the range after a round.

Instead of a limp, he now has a swagger.

After making three straight bogeys to end his second round at Bay Hill, he stayed on the range for close to an hour. When someone noticed his caddie walking away, Joe LaCava replied, "Going to get another bucket."

Woods was at full strength in the Arnold Palmer Invitational, and he looked as good as ever.

Maybe better.

Woods never let anyone get closer than two shots in the final round Monday, and when they did, he always had an answer.

Rickie Fowler drained a 40-foot birdie putt on the 12th hole at Bay Hill to get within two shots, and Woods followed with a birdie putt from 25 feet, sweeping the putter into the air with his left arm and marching to the cup as it dropped.

Even after Fowler bowed out with a 7-iron that came up short and into the water ? and another shot in the water that led to triple bogey ? on the par-5 16th hole, Justin Rose was still in the picture only two shots behind. From a fairway bunker, Woods hit 8-iron from 178 yards to the middle of the green for a two-putt birdie.

And that was that.

Woods played it safe from the rough on the final hole and made bogey for a 2-under 70, giving him a two-shot win over Rose. He tied a PGA Tour record that had not been touched in 48 years. This was his eighth win in the Arnold Palmer Invitational in 16 appearances. Sam Snead won the Greater Greensboro Open eight times from 1938 to 1965.

"If I get healthy, I know I can play this game at a high level," Woods said. "I know I can be where I'm contending in every event, contending in major championships and being consistent day in and day out ? if I got healthy. That was the first step in the process. Once I got there, then my game turned."

It turned the corner on two wheels.

Dating to that win at Bay Hill last year ? the first for Woods on the PGA Tour since September 2009 ? he has won six of his last 20 starts.

Is he back?

Woods never liked that question, perhaps because he's never sure how far he's going. And in his mind, golf is a game in which a player never arrives.

"I'm getting there," Woods said. "I'm very pleased that some of the shots that I struggled with last year are now strengths. One of the things that we need to continue to work on is getting it more refined. Because my good ones are really good. Just making sure the bad ones aren't that bad ? whether it's a driver, 3-wood, long iron, wedge ? whatever it is, that I'm missing the ball in the correct spots. That's getting way better."

Perhaps the best measure of whether he's back is that no one else is in front of him.

Woods last was atop the world ranking in the final week of October 2010, a span of 125 weeks that represented his longest spell out of the top spot. He replaced Rory McIlroy, who has a chance to get back the No. 1 ranking this week at the Houston Open.

"It's a byproduct of hard work, patience and getting back to winning golf tournaments," Woods said.

The next step is winning majors. His next stop is Augusta National.

Woods has gone five years without winning a major, and eight years since he last won a green jacket at the Masters. He is trending in that direction with his three wins, and perhaps more significantly, with wins in his last two starts.

It had been 3? years since Woods last won consecutive tournaments he played, the Buick Open and Bridgestone Invitational in August 2009. The last time he won consecutive starts before April was in 2001, and he won the Masters to complete his sweep of the majors.

Asked the last time he felt this good about his game going into the Masters, Woods replied, "It's been a few years."

"I'm really excited about the rest of this year," he said.

Woods fell as low as No. 58 in the world as he coped with the collapse of his marriage, a loss of sponsors and injuries to his left leg. One week after he announced he was dating Olympic ski champion Lindsey Vonn, Woods returned to the top of golf.

"Number 1 !!!!!!!!!!!!!" Vonn tweeted moments after his win.

Asked if there was any correlation to him winning right after going public with his relationship, Woods smiled and said, "You're reading way too much into this."

Like so many other victories, this one was never really close.

Fowler pulled to within two shots with a 25-foot birdie putt on the 14th hole, but after he and Woods made bogey on the 15th, Fowler went at the flag on the par-5 16th and came up a few yards short and into the water.

"I was swinging it well. I made a few putts, and trying to put a little pressure on them, let them know I was there," Fowler said. "Just would like to have that 7-iron back on 16. Just kind of a touch heavy."

Rose, who played the first two rounds with Woods, closed with a 70 to finish alone in second.

"He plays every shot like he plays them on Sunday," Rose said. "His intensity is the same on Thursday often as it is on Sunday, and that makes Sunday a lot less different for him. He plays in that kind of atmosphere far more regularly than a lot of guys do, and it's an adjustment for most of us. It's a known for him."

It was only fitting that Woods raised his putter to salute the fans as he walked off the 18th green. The club was like a magic wand this week. He dwarfed the field in putting statistics, and this might have been the most absurd of all ? Woods was 19 of 28 in putts between 7 feet and 20 feet.

Players might be lining up to force Steve Stricker into full retirement for the putting tip he gave Woods at Doral.

"The three events that I've won, I've putted well," Woods said. "Stricks helped me out there at Doral and got me into position where I felt like I was now putting like I did at Torrey."

The trick now is whether he can carry that to Augusta National in two weeks.

CBO lowers personal loan ceiling to 35%Financial Services - Zawya

James Muscat: The Central Bank of Oman (CBO) yesterday decided to bring down the upper ceiling of personal loan portfolio of commercial banks to 35 per cent from 40 per cent of a bank's total credit, while increasing the housing loan limit to 15 per cent from 10 per cent now. The decision was taken by the board of governors, which met under the chairmanship of Dr Ali bin Mohammed bin Moosa, Deputy Chairman of the board here yesterday. It is not clear whether the decision will be implemented immediately or a grace period will be granted to local banks to comply with the revised upper limit.

Market analysts said that the increase in upper limit of mortgage finance will help real estate sector, although banks will get a lower margin compared to personal loan.
"Since it is backed by assets, the loan quality will improve and will help the growth of real economy," noted Sankar Kailasam, Head of Asset Management at Gulf Baader Capital Markets. The CBO decision was aimed at bringing in discipline among those who take personal loan. There have been concerns that a sizable amount of personal loan is used for conspicuous consumption, which include luxury cars, mobile phones and leisure travel.

In other words, the increase in will help to create more appreciating assets, than depreciating assets. Of late, the Majlis A'Shura also discussed the issue in detail. The aggregate personal loan portfolio of all banks touched OMR5.8 billion (which include mortgage finance) by end-December, 2012. This constitutes 41 per cent of the total loan portfolio of all banks at OMR14.36 billion. "So, there is ample room for banks to grow their mortgage finance portfolio," added Kailasam.

Kailasam said those commercial banks, which have already reached their upper ceiling (of 40 per cent personal loan and 10 per cent housing finance) can not grow their retail portfolio, which is generally a high margin business. However, if corporate loan grows at a faster pace, banks will be able to increase its personal loan portfolio as well.

In principle approval
The CBO board also gave an in principle approval for ahlibank to take over the assets and liabilities of Taageer Finance Company.

Further, the board approved the application of National Bank of Oman to expand its business in the United Arab Emirates by opening additional branches. In addition, the board discussed the scope for investments of Islamic banking, besides the personal and housing finance in the context of Islamic Banks.

The apex bank last year brought down interest rate ceiling on new personal loan to 7 per cent from 8 per cent, offering relief to bank borrowers. The interest rate cut was aimed at bringing down the repayment burden or indebtedness of bank borrowers, at a time interest rates across the board have witnessed a substantial fall.

Police: No sign of 3rd party in Berezovsky death

LONDON (AP) -- There was no evidence to suggest anyone else was involved in the death of Boris Berezovsky, the self-exiled Russian tycoon who went from Kremlin kingmaker to fiery critic, British police said Sunday.

With an investigation under way, police are treating the death of Berezovsky ? who fled to Britain in the early 2000s after a bitter falling out with Russian President Vladimir Putin ? as unexplained. But the former oligarch survived assassination attempts and recently faced financial difficulties, prompting speculation as to whether his death was part of a conspiracy ? or suicide.

Police said Sunday it would be wrong to speculate on Berezovsky's cause of death pending the results of an autopsy, but said they had no evidence to suggest anyone else was involved.

"We are at the early stages of the investigation and we are retaining an open mind as we progress," said Detective Chief Inspector Kevin Brown. "The investigation team is building a picture of the last days of Mr. Berezovsky's life, speaking to close friends and family to gain a better understanding of his state of mind."

Police released some details on the circumstances that triggered their investigation into his demise and a subsequent check for hazardous materials at a home he stayed at in Ascot, a town 40 kilometers (25 miles) west of London where Berezovsky's body was found on Saturday.

A call came into police from the local ambulance service at 3:23 p.m. GMT (11:23 a.m. EDT) Saturday saying a man had been found dead, Thames Valley Police said in a statement on Sunday.

The police said an employee of Berezovsky told how he had called an ambulance after becoming concerned for Berezovsky's welfare and forced open a bathroom door locked from the inside to find the tycoon's body on the floor.

The employee was the only person in the house when Berezovsky's body was discovered, police said. Members of the ex-oligarch's family arrived at the home while the paramedic was on scene.

After a paramedic declared Berezovsky dead and left the scene, a device measuring the paramedic's exposure to radiation was triggered, police said. This is why chemical and radiations experts were called to examine the home, they said.

"Officers found nothing of concern in the property and we are now progressing the investigation as normal," a statement from police said earlier, adding that the majority of the cordon put in place around the property has now been lifted.

Berezovsky ? who had survived a number of assassination attempts ? amassed a fortune through oil and automobiles during Russia's chaotic privatization of state assets following the collapse of the Soviet Union in the early 1990s.

Once a member of Russian President Boris Yeltsin's inner circle, Berezovsky fell out with Yeltsin's successor, Putin, and fled Britain in the early 2000s to escape fraud charges that he said were politically motivated.

He became a strident and frequent critic of Putin, accusing the leader of ushering in a dictatorship, and accused the security services of organizing 1999 apartment house bombings in Moscow and two other Russian cities that became a pretext for Russian troops to sweep into Chechnya for the second war there in half a decade.

Putin's spokesman acknowledged Sunday that the Russian president considered Berezovsky an enemy.

"We know for certain that he spared no expense in support of processes, within Russia and beyond, that could be said to have been directed against Russia and Putin," spokesman Dmitry Peskov said on the independent cable television channel Rain. "He definitely was Putin's opponent, and unfortunately not only his political opponent, but most likely in other dimensions as well."

In recent years, Berezovsky fended off legal attacks that often bore political undertones ? and others that bit into his fortune.

Russia repeatedly sought to extradite Berezovksy on a wide variety of criminal charges, and the tycoon vehemently rejected allegations over the years that he was linked to several deaths, including that of slain journalist Anna Politkovskaya and ex-KGB agent Alexander Litvinenko.

Berezovsky won a libel case in 2010 against a Kremlin-owned broadcaster that aired a show in which it was suggested he was behind the poisoning of Litvinenko, who had fled Russia with Berezovsky's help after accusing officials there of plotting to assassinate political opponents.

He took a hit with his divorce from Galina Besharova in 2010, paying what was at the time Britain's largest divorce settlement. The figure beat a previous record of 48 million pounds ($73.1 million) and was estimated as high as 100 million pounds, though the exact figure was never confirmed.

Last year, Berezovsky lost a multibillion-pound High Court case against fellow Russian Roman Abramovich and was ordered to pay 35 million pounds ($53.3 million) in legal costs.

Berezovsky had claimed that Abramovich, the billionaire owner of Chelsea Football Club, cheated him out of his stakes in the oil group Sibneft, arguing that he blackmailed him into selling the stakes vastly beneath their true worth after he fell from Putin's good graces.

But a judge threw out the case in August, ruling that Berezovsky was a dishonest and unreliable witness, and rejected Berezovsky's claims that he was threatened by Putin and Alexander Voloshin, a Putin ally, to coerce him to sell his Sibneft stake.

It also recently emerged that Berezovsky ran up legal bills totaling more than 250,000 pounds in just two months of a case against his former partner, Elena Gorbunova, with whom he had two children and who claimed the businessman owed her millions.

Earlier this week, The Times of London newspaper reported that Berezovsky was selling property ? including an Andy Warhol portrait of the former Soviet Union leader Vladimir Lenin ? to settle his debts and pay expenses owed to lawyers.

News of Berezovsky's death has prompted conspiracy theories along with speculation as to his state of mind, given his recent financial setbacks.

Ilya Zhegulev, a journalist with the Russian edition of Forbes magazine, said he spoke with Berezovsky the day before he died and discussed the tycoon's decision to flee Russia in 2000.

The journalist quoted Berezovsky as saying that during his years in London life had lost meaning.

"I no longer want to be involved in politics," Zhegulev quoted Berezovsky as saying in a story published Saturday on the Forbes.ru website.

He said Berezovsky told him that he wanted nothing more than to return to Russia. The former oligarch said he had changed his views on Russia, saying he now understood that it should not look to Europe as a model.

"I had absolutely, idealistically imagined that it was possible to build a democratic Russia. And idealistically imagined what democracy was in the center of Europe. I underestimated the inertia of Russia and greatly overestimated the West. This took place gradually. I changed my understanding of Russia's path," he quoted Berezovsky as having said.

Rebels surrender to UN following attack on Congo mining hub

KINSHASA ? Nearly 250 rebels who attacked a military camp and the provincial governor's office in Democratic Republic of Congo's southern mining hub of Lubumbashi on Saturday have surrendered, the country's U.N. peacekeeping mission said.

The government said it had killed about 15 of the estimated 300 Mayi-Mayi Kata Katanga separatists who attacked the capital of the Central African nation's copper and cobalt-rich Katanga province armed mainly with bows and arrows and machetes.

"The U.N. Stabilization Mission in the Democratic Republic of Congo (MONUSCO) welcomes the peaceful surrender of 245 Mayi-Mayi Kata Katanga combatants who sought refuge inside the MONUSCO compound in Lubumbashi," said a statement released on Sunday.

At least 35 people were killed in the violence, the statement said, citing local sources.

"The rebels should be handed over soon to the Government, following negotiations mediated by MONUSCO, between the governor of Katanga, military and provincial authorities and the Mayi-Mayi," it said.

Among the group were 54 injured fighters, 15 of them with serious wounds, the U.N. said.

Millions have died in the vast former Belgian colony's long-simmering armed conflicts concentrated in the eastern borderlands, but the mining areas around Lubumbashi have remained relatively calm.

However, the Mayi-Mayi, feeding off local grievances and secessionist sentiment, in recent months have ventured outside their stronghold in northern Katanga and towards the heart of the mining industry around Lubumbashi.

A witness to Saturday's attack said the group had attempted to hoist the flag of Katanga's short-lived 1960s-era independent republic before members of the army's elite Republican Guard launched a counterattack.

Katanga hosts many international mining companies, including Freeport McMoRan and commodities trader Glencore and exports about half a million metric tons of copper a year.
